Preheat oven to 350°F. Grease or line a muffin tray with paper liners.

In a medium bowl, combine butter, white sugar, and brown sugar. Beat until smooth. Add vanilla, eggs, salt, baking soda, and baking powder. Mix until just combined.

Slowly add cocoa powder and mix until combined. Add flour and sour cream, mixing until just combined.

Fold in chocolate chips (reserve a few for topping).

Pour batter about 3/4 full into prepared muffin tray. Sprinkle with remaining chocolate chips. Bake for 17-20 minutes, or until a toothpick comes out clean.

Remove from oven and let cool for 3-5 minutes before removing from tray.
